Defense Logistics Agency (DLA) – Financial Improvement Program (FIP)
Overview: This is an outstanding opportunity for those with demonstrated experience and knowledge related to the areas of DoD audit readiness, accounting, and systems controls. There are several positions and they require candidates with strong analytical skills and a general knowledge and understanding of DoD Finance and Accounting practices, with a focus on audit readiness. Both financial accountants and systems/IT auditors are needed at every experience level.
Summary of Skills and Qualifications: St. Michael’s is seeking candidates who possess auditing, audit readiness, IT systems controls, and other relevant accounting experience as a civil servant, service member, or defense contractor. Candidates must have a firm understanding of DoD accounting and audit practices; must be mission-focused and able to multi-task; and must be able to track all project deadlines and follow-up on their timely completion. Prior audit readiness or financial statement preparation experience is strongly desired, as is familiarity with FISCAM and SSAE16 requirements and SAP experience. CPA and CISA are a plus.
Education: Minimum Associate’s or Bachelor’s degree in accounting, finance, systems engineering, or a related business discipline.
Experience: St. Michael’s is seeking candidates with a wide range of experience levels.
Primary Location: Ft. Belvoir and Springfield, VA. Some positions may be at other DLA locations or may require travel.

Department of Defense (DoD) – Financial Improvement Program (FIP)

The position requires a strong organizer and analyzer possessing a general knowledge and understanding of the DoD Finance and Accounting process. The goals of the FIP are to establish effective internal financial controls; sustain those controls through a testing program; and to be able to prove the accuracy, reliability, and validity of the DoD financial information in a successful financial statement audit.
Job Description: The successful candidate will be required to:
- Perform internal control testing; evaluate controls, and develop/document/implement emergent corrective actions.
- Review and recommend revision to existing process documentation.
- Perform substantive testing on personal property; document and implement emergent corrective actions; schedule, conduct follow-up, and close all personal property outstanding actions.
- Perform valuation of assets deficient of original source funding and supporting documentation.

Overview: This position is an outstanding opportunity for those with demonstrated experience and knowledge related to the areas of DoD accounting systems and business process flowcharting. The position requires a candidate with strong analytical skills and a general knowledge and understanding of the DoD Finance and Accounting process. The goals of the BPS are to document “as-is” and “to-be” processes; establish effective internal system controls; sustain those controls through testing; and implement the suggested “to-be” processes for all stakeholders.
Job Description: The successful candidate will be required to:
- Create detailed process flows for “as-is” and “to-be” processes in Microsoft Visio 2010
- Write descriptive narratives documenting all steps of the “as-is” and “to-be” processes
- Perform internal control testing; evaluate controls, and develop/document/implement emergent corrective actions. Document and implement emergent corrective actions, as needed
